Which is the predominant motion direction when the windmill is red?
We usually say clockwise direction. The windmill, however, is moving clockwise and anti-clockwise for the same time when its colour is red. So, red is not predominantly displayed in any direction.
Similarly, when the windmill is green, half of the time is moving clockwise and half of the time is moving anti-clockwise. However, we usually match green colour with anti-clockwise direction.
One explanation of the illusion is that motion changes are processed slower than colour changes and these differences in processing time also result in differences in perceptual time.
